Sounds like your ACC is set to have a high fan speed as default. You can set the ACC to whatever setting you want to be the default, then press and hold the top and bottom vent buttons (Def and <--> Front vents, I believe). The lights on the ACC will flash, and it's set as your new default.
I, for example, have mine set to Auto, but on Econ (so the AC compressor doesn't come on). So, the fan comes on when I start the car, but it only comes on to the level that the ACC deems effective in reaching my desired temp (The temp is not associated with default settings, but it is remembered by the car when you turn it off.)
