Also known as Gasket Adhesive. Not to be confused with sealers, form-a-gasket, silicone, chewing gum or the like. Made by Permatex, Loctite, and anybody else that sells automotive goos.
Gasket adhesive is a thin, sticky goo, either from a can with a small brush, or a tube. I've mostly seen the can/brush. A lot like contact cement. You put a little on both the gasket and the mating surface (in this case, the valve cover.) Give it a minute or two to dry, and put them together. You don't need a lot, and you don't need it on the entire surface. It keeps the gasket in place while you move the bits around. It's not super strong, so you can reposition the gasket if necessary. But strong enough for the task at hand.
