Get some torx sockets, remove the four torx fasteners that hold the seat down and flip the seat backwards so that the seatback is resting on the back seat. The motor that controls the cables for the seatback is the front most motor mounted longitudinally. There are two black cable housings that go ito each side of this motor. Pull the black cable housings back from where they go into the motor and check to see if the cables themselves are fully seating into the motor. When we had this problem with our 9000 CSE we found that one of the cables had popped out of the motor, and that reinserting the cable into the motor fixed the problem.
If the cables are fully inserted into the motor, then check the cable housings to insure that they are not split open. If they are split open, your options are 1) use plastic quick ties to refastend the housings together, or 2) get new cable housings and install them on the seat.
