I wonder about it. The steering effort is higher in my '95 CS than my '96 CSE even though it has narrower tires.
One thing to do is increase your tire pressure, but it won't do a lot, and tires will wear faster.
However, elbow bursitis usually goes away, doesn't it? Is it the same as "tennis elbow"? An elastic elbow brace or a forearm wrap just below the elbow helps sometimes.
To help it when driving, you might try a different steering technique. Try shuffle steering--passing the rim of the wheel from hand to hand, maybe with your hands at the bottom of the wheel. Less overall motion, Easier and safer than hand over hand. May take a while to get in the habit, but it works well anyway and I find it is easier on damaged or aging joints.
