The purge valve is mounted on the top of the Charcoal canister. The charcoal canister is located in the right front fender. You can see it if you remove the right front turn signal assembly. To really access the canister, you need to remove the front right fender plastic inner liner.
To reduce emissions, cars have a vapor recovery system. This takes fumes from the gas tank, and instead of venting them to the air as we did in the bad old days, the fumes go into the charcoal canister in the front fender. At the appropriate times, the ECU opens the purge valve, and the fumes are sucked into the engine and burned. When the valve opens, the ECU expects a change in engine performance. If it doesn't get the change, it assumes the purge valve is bad.
Before I changed the purge valve, I'd do two things. First, pull the FR turn signal out, and make sure the hoses are attached to the canister. They like to fall off.
Second, buy a new gas cap. For the system to work, the gas cap has to seal properly. The gasket goes over time. If the gas cap is worn, you can get this fault. A new gas cap is cheap. Who knew they wore out?
