I agree with Bill's assessment. The temp sensor - that little square item in the dash with the round slots in it - often collects dust and other debris, impacting its ability to determine accruate cabin temp. You can sometimes just gently blow out the debris without removing the sensor. A little carefully aimed compressed air can has worked for me. Sensor removal is more involved as it comes out through the rear of the dash.
Another by-product of the dust and debris is noise coming from the sensor. Cleaning it out usually also eliminates much of that noise.
