Before you go jumping off to spend more than the car is worth on a new throttle body:
Pulling a transmission out of a car has the potential to unintentionally disturb other components. Check that all of the vacuum lines are connected properly. There are two (maybee three) small hoses attaching to the throttle body (or near it). When removing the transmission, the tech would have needed to reach into that area to access and remove the starter motor. Hoses could easily have gotten disconnected or broken.
I had TCS trouble on my 93 CSE. I changed all the vacuum hoses and the safety valve (on the paaseger side firewall). That didn't fix the problem. Turned out car had a faulty wheel speed sensor and a confused ABS computer, which apparently was just too much for the paranoid TCS computer. A new wheel speed sensor and a fault-clearing of the ABS computer fixed the problem. Its been fine for over 60,000 miles since ......
