To my instincts, this sounds rather like a throttle body issue. In TCS cars, the TB has responsibility for managing the car's idle, so if it's a bum unit, this could be causing your problem.
Perhaps if your previous TCS doctor only replaced a bad vacuum line and didn't clear the error codes (which requires an ISAT or Tech II, both Saab proprietary equipment), that would be enough to leave some residual confusion behind. If so, then a clearing of codes might be all that's required to get things back to normal. Ideally, a recalibration can be done.
If it's at the dealer it should be a foregone conclusion they'll be scanning with an ISAT or Tech II and will know in a flash what the culprit is.
