Stripped strut tower... now what?

I noticed that one front tire has a little positive camber and the other front tire has a little negative camber. I scratched my head for awhile, wondering how the hell am I going to fix this - just put on a new set of Avon 550's.
I went around and tightened the three bolts on top of each shock tower thinking it might help. One bolt stripped the threads in the frame without much force (must have been the previous owner, right!). Anyone have the torque spec for these? Are they really so weak. Is it best to tap the hole with the next largest size without drilling it out, or drill out the hole and tap it up two sizes larger?
