It's the bleeder valve on the driver side fender.

The 2 vacuum lines are the 2 that come off it's right side as you're looking at the valve. They both come off the same fitting on the valve- I simply switched the 2 of them. If I recall correctly, I got the flutter after replacing my lines on my '95 Aero and following the diagram on the fender. I can't off hand remember what prompted me to do the switch but it worked. Then I did the same to my wife's '93 and the flutter turned to the pssshhht sound. That was after 2 years of flutter.
