Losing power when accelerating +

87 9000 non turbo with 64000 miles, started up the other day with the exhaust sounding like theres a leak somewhere (not very loud, but rough) and now struggles when accelerating, especially uphill. There is also a "buzz" sound when accelerating in addition to the rough sounding exhaust. Could backpressure from a faulty catalytic converter cause this even though i recently passed state inspection for emissions? Everything else seems ok. Any ideas on what the issue might be would be greatly appreciated. Thanks
P.S. this morning noticed small amount of exhaust (it was cold this morning) "leaking" right before the cat...
