The switch should just come out, and no, you don't need to remove the steering wheel.
Behind the wheel is a plastic 'clamshell'. There are some long screws you undo from the bottom. Then turn the wheel (key in helps) to expose two clips where the piece meet, right behind the wheel. Unclip and remove the pieces. It takes some wiggling, and it helps to pull the wheel all the way out (using the adjusting lever), and leaving the lever down and out of the way. The switch is held in with a couple of screws and has a connector to the harness.
Are you sure it's the switch? What year is the car? In a '86, the switch itself has the 'toggle' feature for hi-low beams. In newer cars, it's a relay, and it is very common for the solder contacts inside the headlight relay to go bad, making it so that either you can't switch between high and low beams, or it does it by itself at random moments. The solution to that is to either replace the relay, or use a soldering iron to re-flow the LARGE solder pads inside. No need to disturb the small solder pads.
