Heater/Thermostat issue

I am having a minor problem with the heater in my car. When it is set to "Hi", I get warm, comfortable air coming out- not what I expected for the car's highest setting. As for any temperature set below the highest setting, the air is similar to the outside temperature. Fortunately, I live in San Francisco, so the heater isn't really a big issue most of the time. However, my Saab and I will be in snowy Utah in a couple weeks and any fix I can make to the heater now would be helpful. Even though it's mostly not needed, the air conditioning works fine.
What is going on here? The blower fan was replaced last year and the air blowing rate isn't a problem- just the temperature. Is there some thermostat mechanism that controls this? Is this computer controlled?
When I first got the car, the Hi setting produced excellent eyebrow singeing heat and the other temperature settings gave the appropriate comfort.
Any advice would be greatly appreciated.
