Headlight issue

I have a 97 CS.
My headlights were not working this evening. When I pulled and reconnected the big headlight relay and smaller adjacent check bulb relay, nothing changed. I had no indication of bulb failure in the pictogram.
Luckily I could get home as I noticed that when I put the Headlight switch in the parking light position, I did regain the low beams, but not the high beams. Looking through my manual, I noticed that in this position, the parking lights should be on by themselves in this position.
I've read in other posts about resoldering the relays, but did not see how to open the relay without damaging it. There are no obvious screws. There are what appears to be plastic welds on the top face of the headlight relay.
Can I just pry the top cover off the pronged base to look for issues? Or do I need to drill out the welds? Or is there another trick?
