but then it usually does by this time of night...
OK - Euro car - my DRL fuse is in place, and I have DRLs and everything works as it should, with no headlights at the "parking" position. If I take out the DRL fuse, I get (working from the left) all lights off; parking lights; and parking+headlights. Anything else sounds pretty loopy to me. It's just a fuse over here, not "Euro mode" or anything fancy. But maybe your legislators got in there and messed things up.
In Sweden you have to have the headlights on all the time when driving (not when parked, obviously) and I feel safer like that too. The guy who just bashed his supermarket trolley into yours is going to get into his car and drive that in the exact same way - maybe the DRLs will help him see you first.
If I had to bet, I'd say either the DRL relay or the headlight switch on Mike E's car was up the spout but hey, he has working lights which is great and we can all go back to sleep (or, in my case, my accounts program).
