When I've used 518 in the past I've just made sure the surfaces were clean (with brake cleaner) and then applied it.
I wonder now if I should have used the activator, which I never was aware of, because the one rebuilt 2.3 engine we still have in the fleet seems to be leaking oil from what I assume to be the timing cover (one of the 518 surfaces). I'm not positive that this is the source of the leak of course, but I have a suspicion that the 518 didn't quite do the job, or I misapplied it by not using the activator. Bear in mind it was dry as a bone for two plus years before I noticed the leak a few months ago.
Yaofeng has reported good results using a more typical RTV sealant I believe, so maybe it's worth exploring that.
It's also possible that the 518 issue is not the source of my leak; and the leak itself appears to be very small.
A later oilpan reseal on an NG900 using 518 didn't hold up well at all, but I am sure that I smeared the bead when reinstalling the pan, so that may be behind that failure.
