I assume the weather is cool and wet.

If you don't smell coolant, then it likely isn't a cracked heater core. Yes, that will fog the window, but it will have a distinct coolant smell, and the residue will be greasy.

The ACC system cycles the AC to dry out the air it blows onto the windshield for defrosting. There are a few reasons for fogging. One would be if the Recirculation kicks on. That would pull warm, wet air from inside the car and blow it onto the windshield. The two most common are either the AC isn't coming on, or there is too much moisture for the AC to handle.

First and foremost, DON'T turn on ECON in fogging conditions. ECON turns off the AC. You want the AC operational. The next would be the possibility that the AC isn't working properly. There can be a bunch of reasons for that. The AC doesn't work if the outside air temp at or below freezing. If the freeze switch is a little off, that could be holding it off. There is a freeze-up switch on the evaporator - that could be holding off the AC. If the AC pressure is low, that can keep the system from working.

If the Defog, and the AC, seem to be working when you first start the car, but after a few minutes stop working, then I'd suspect bad contacts on the AC relay. The AC compressor clutch takes a lot of current. If the relay contacts get pitted, they build up resistance. The heat of the current through the resistance causes heat, and that increases the resistance. At some point not enough current can pass to pull in the AC clutch, so the AC stops working.

Another possibility is too much moisture. If the AC drains are clogged, there will be a ton of water in the blower casing. The AC can only pull so much water out of the system.

If defog seems to work when the car is first started, but after a few minutes you smell 'damp', and the windows fog, I'd suspect the AC has stopped working. My first suspect would be the AC relay, but it may take a shop that works on AC to check out the system - it could be low system pressure, or an over-eager anti-freeze-up switch.
