In 94-97, Saab had problems with the drum that the plastic strip coils up in. The drum was not manufactured properly and a gap between the drum and backing plate was big enough for the strip to get out through and jam (service bulletin 367-1771 for the 900).
Maybe? your 98 have one of those antenna motors? I can't say if the 9000 was affected as the service bulletin only mention the 900.
Or maybe the self centering clutch is weak enough so that the friction is too great and the motor cannot coil up the whole antenna mast.
