so if your figures are in inches of mercury they should be very much higher. Don't know about a 1995 Aero but a 1997 is meant to boost to 1.08 bar, which is 15.7 psi or 31 inches of mercury. Even base boost would be half those figures, say 15 inches of mercury.
As an engineer you already know about the things that may be limiting your boost: apart from any glitches in your recent upgrade, check for hose leaks, BPC/PCV/hooter valves, plugs, DI, fuel quality, wastegate rod, all the usual suspects till you find Keyser Soze.
But first, maybe it would be a good idea to buy or borrow another gauge with psi or bar calibrations, because (a) it will make it easier for people to respond to your post – using even two different systems complicates matters, let alone three – and (b) perhaps the gauge you have is kaput anyway.
