As yaofeng notes, it is the brake system.

Like most automatic tranny cars since the early to mid 90's, you need to step on the brake to shift the car out of park. (Anybody remember the Audi 5000 and 'unintended acceleration'?)

When you press on the brake pedal, you actuate the brake pedal switch. This turns on the brake lights. It also triggers a solenoid in the shifter mechanism, (in the center console). The solenoid pin retracts, and you can shift the shifter out of park.

If your brake lights don't work, fix that first. Shouldn't be driving around without them. Check the fuse, and then check the switch at the brake pedal. Once you get the brake lights working, chances are the shifter lockout will clear up. If not, the solenoid may be sticking and need lubrication. But it won't work until the brake light problem has been resolved.

When you insert the radio code, the radio display should change to what you'd expect - a radio station frequency. If that isn't happening, then either you aren't following the instructions, or you've been given the wrong radio code.
IF you see a radio station frequency, but still don't hear anything, then the problem isn't the code. It could be as simple as a bad connection. For some reason, I've had lots of trouble with the radio connections in the newer cars. What I do is pop out the radio and CD player, pop off the connectors, and spray the connectors with electrical contact cleaner (available from Radio Shack). I cover the connectors with a paper towel before spraying - that stuff goes everywhere - eye protection is recommended. Let it dry at least 10 minutes. I find I need to do that every year or two on my '97. That may not fix it, but it's cheap and easy, and a good place to start.
