91 9000CD 3rd-4th shift

Recently picked up a 1991 9000CD one owner, non-turbo, automatic, 39,000 miles. Only problem I notice is that shifting from 3rd to 4th the engine revs approx 500-800 rpms before shifting into 4th. It does this whether the pedal is to the floor or 1/2 down. Feathering the throttle back as it approaches the shift point eliminates the rev.
Kick down cable was loose, tightening it so there is no slack but not tight didn't result in any change other than the shift point moving, it still revs.
Lots of archive searches have suggested the A spring in the valve body of the tranny may be weak. Also noted Townsend's site showing the -91MY Service Bulletin.
I have not changed the transmission fluid in this car yet, but intend to.
Any other ideas or recommended courses of action to follow?
