by soldering. The most annoying part is getting to the relay.
Whether you choose to repair or replace it is going to require this. I'm guessing your car is an aero so the relay should be above the passenger footwell. Take off the cover trying not to kill those annoying plastic fasteners, unbolt fusebox, lower and relay shouldn't be hard to find using a diagram on the inside cover.
Should you want to fix it, carefully extract the relay board by prying the plastic. (you may want to grind off 2/4 sides with a dremel/grinder)
At this point you will almost definitely see small cracks in the cold solder joints where the outside relay terminals couple to the control board. Re-flow the joints using a hot soldering iron. A cheaper iron might seem to melt away the cracks at the surface but it is critical that your iron gets hot enough to penetrate the entire joint (should be at least 50W)
