You need to find a different mechanic, one who understands these brake systems. Replacing the pads may have nothing to do with this problem, unless they were completely worn out before he started (haven't seen them, can't say). The 1991 cars have a somewhat complicated ABS system and power assist is provided by a pump; if the pump is not running, there will be no power assist and the brake pedal will be very hard.
That said, there are many reasons why the pump may not be running, such as defective pressure switch or the relay which runs the pump motor. Until those are checked out, a $1000+ master cylinder replacement is not called for. There are many posts on this subject if you do a search here. If you are not prepared to do the work yourself, please find a different mechanic - fully working brakes are a life/death issue.
