1. I've use rebuilt calipers exclusively, and have had no problems.
2. No ABS issues with replacing calipers - the sensor is in the hub.
3. You will need to bleed the system after replacing calipers.
Before I went out and bought a bunch of new parts, I'd find out what failed. The system is designed such that a failure of a single caliper can't cause the loss of all the fluid - that implies that the problem was in the Master Cylinder. You didn't mention the year of your car, but an ABS MC ain't cheap. Replacing the calipers won't fix the problem. Determine why you lost all the fluid first.
I'd be hard pressed to replace a caliper because one mechanic said they couldn't get the bleeder screw loose. Those things are ALWAYS frozen. The usual method is to really force them. It's nice to get some spares, as they can easily round. In some cases, they need to be drilled out and hole re-threaded. Again, I'd take a look a the bleeders - unless they've been rounded to nubs, he wasn't trying hard enough.
