Brakes are soft, not enough braking power.

I have been reading all the postings on this, and am getting even more perplexed by my problem... I got my 96 9000sce stick with 90K miles (no TC), and its brakes were scary. I replaced all pads, brake fluid and front rotors + tightened hand brake. The brake feel got just a little better. Then I did the vacuum booster hose valve check- it holds vacuum. When I press the pedal too hard ABS engages, but still not enough boost to stop for a pedestrian getting onto the road all of a sudden - I loose at least 5 seconds of braking time. SAAB part people said brake boosters go bad rarely. I already drained $3000 on this SAAB in the last year alone, please help. I need a good advice, because I'm sure if I see a mechanic, we'll be playing that game of "let's replace this and that and see if it helps".
