Confirm that all the lines on the valve are coming from the proper places....when I bought my 91 9kt, it was doing the same thing, I switched to another known good valve, nothing....then I further looked and the hoses were on wrong, problem fixed.
You can check BPV by removing the vac line from it to the manifold, and sucking air from it with your mouth, if it holds the suction it is good....even if it is bad it should not cause base boost.
Also a few of the 9000s I have had bad connectors at the "BPC" valve(I ususually refer to it as the turbo selinoid) one of the wires gets pushed in so it does not contact the BPC properly. Also I have seen bad wires leading to it, where the wires shorted and melted together...
