The answer is yes and yes. The parking brake adjuster is most likely broken. However the hydraulic brakes will continue to work without any problem. The pads automatically position themselves by virtue of the hydraulic pressure when you apply the brakes. If there is too much clearance between the pad and rotor, one pump on the brake pedal takes care of that. However, the mechanical cam that presses on the back of the piston will no longer adjust for gradual pad wear.
