Since you're not moving, your engine is only idling and not actually giving you any "miles per gallon." As in, you're sitting there using gallons, but not going any miles ;)
Seems strange, but that's how it is on most cars with an Instantaneous MPG display. It balances out somewhat because when you're at speed at let off the gas, it will display 99 MPG, which essentially means you're not using any fuel.
