It's not quite clear what the problem is.
The ACC tries to control the cabin temperature to the setting on the display. So it may apply heat or cold, along with fan speed, to control that. So how do you know the heat is on? Are you talking about fan speed? Often if it is warm inside the car, the fan will come on high at startup, in an attempt to blow the hot air out of the car.
As yaofeng says, you can program the ACC to come up in a particular mode. Otherwise it comes up in full Auto. Simply select the settings you want - fan speed, vent modes, ECON or not (likley not, as you want cool), and then press the DEF and VENT buttons (top right, bottom right) at the same time for a few seconds. The ACC will start up in this mode each time. If you want to go back to the factory defaults, press the AUTO and OFF (top left, bottom left) buttons at the same time for a few seconds.
