No AC in my SAAB 9000 95, last year it was freezing!

I have no AC in my SAAB 9000 CS 1995 converted to Aero engine set up and suspension and I am temporarily living in apartment and nervous about possibly having to replace the compressor. I have all the equipment, vacuum pump and guages, but you just dont do that in an apartment complex. Is ther a separate relay controlling the compressor that has perhaps failed? Finally was 1995 R12 or R134. If it were R12 i would have to flush the system and that would be impsssible in my present situation. Any ideas? You dont need AC in the Northwest, but windows down makes my car way too loud so i would rather button the windows and use the AC. PS Can you belive its against the law to wash your car in this town! What a shock, its bad for the drainage system.
