So any CS model from 1995-1997 is LPT.
While Yaofeng is correct, there is one variable. Many CS owners (myself included) converted their LPT to FPT. So, you actually could have a FPT without realizing it. Converted LPTs do not have a boost gauge, unless the owner added one (as I did).
Since your is a '95 CS, it did not come as a factory FPT (assuming you're in the US or Canada at least).
To tell if you car has been converted, look in front of your radiator on the driver's side and try and find a little cylinder with 3 vacuum lines coming out of it. Sort of looks like a spider, and it's connected to a wiring harness. Usually it's mounted right on a little platform in front of the radiator.
If you don't see one of those anywhere, you DON'T have BPC (APC Solenoid) and your mechanic is taking you for a ride.
Since the LPT only makes base boost (about 6 psi), you might want to buy a cheap boost gauge and hook it up (very easy) to see what's up. You may have a wastegate issue or it could be a broken vacuum line.
