What is the boost gauge doing when you go uphill? It should be increasing, as the load increases. So I'd hope that the boost gauge is in the lower part of the yellow(orange), but increases as the load increases. Does the boost gauge go above mid yellow(base boost?). Does it go up near full boost (end of yellow/beginning of red)?
As the car goes uphill and slows down, does the engine still seem smooth, or does it feel rough?
First off, when was the car tuned up? New plugs, new fuel and air filter? Make sure you have the exact NGK plugs specified in the manual. NO SUBSTITUTIONS, no matter if the guy behind the counter swears on his life that the BelchFire 5000 plug is identical. Make sure the plug is gapped properly, per the manual. Don't assume they come out of the box gapped right. The gap is typically 0.8 to 1.1 mm, run on the narrow end (between 0.9 and 1.0 mm).
Old, worn, or wrong plugs can cause misfire and knock, both of which will reduce turbo boost and power.
If after a good tune-up the problem persists, try running a tank of higher octane fuel, if you aren't already. See if this increases the boost. If it does, then your car may require higher octane fuel to get full boost.
If you still can't get the boost gauge above mid-yellow, then it could be any number of issues. But there are a lot of things to do first.
