The way to attach the vacuum line to the instrument cluster is to remove the dash top and reach in and stick that line onto its port.

You may have to remove the cluster in order to have room to do so. It's been a long time since I've been in there so my memory is faulty.

You should find a few good writeups for removing the dash top in the archives. I'd recommend for extreme safety's sake that you disconnect the battery before commencing this work, just to be extra sure you don't injure yourself by somehow triggering the airbag. Very low risk, but since it's your first time it pays to be extra cautious.
