Chances are the two failures aren't related. One seat failed, and the previous owner never fixed it. Then sometime later the other failed. Almost always it is a broken heater element wire.

I can't understand why anyone would unplug the seat heaters to defeat them. Just don't turn them on. But it wouldn't hurt to look underneath and make sure things are connected.
Next, I'd pop the connector off and measure the resistance of the heating element. A few ohms is OK, an open circuit is a broken heater element.
