Brake question...continues. Yaofeng and others?

Well, I pulled the front callipers, and they compressed just like they were brand new. Rubber insulators are all intact. Pads seem to be new, but I think they are Robestos, (I hate Robestos as they don't stop well and they just never feel solid to me).
So, given the calipers seem to be OK, why won't this car stop?
There are no signs of fluid leaking in or outside of the car.
So my dilema is... Do I just try to drive the car and hope the crap on the brake pads and rotors wears out and enhances grip, do I replace the pads, or is this a master cylinder?
If this was my SUV or my Trans Am, I would just do a master cylinder. The problem is that this is a Saab 9000 with a master cylinder that is hidden under and behind everything. I am also not entirely sure this is a master cylinder problem.
