Engine Surge when cold

My car has a couple of problems, but I think I will tackle them one at a time. The one that most concerns me is when the engine is cold, it sometimes hunts between 500 & 2000 RPMS for no apparent reason. Occasionally it even steadily rises up to about 4000 RPMs. Once the engine warms up and I restart the car the problem seems to go away and idles around 900 RPMs. I recently put a new throttle body on (rebuilt from Ultima) and I thought that maybe my ECU needed a new adaption run - which I couldn't do because my clutch was absolutely toast. I finally got a new clutch & did an adaption run but the problem is still there. Another possibly related problem is that I cannot get boost over the red/yellow line. My car is a 1995 9000 Aero 5spd with 3" turbo back exhaust, K&N air filter and engstrom ECU and most recently a SPEC stage 2 clutch. I also recenly replaced the 2 TCS valves on the firewall & a new purge valve. I also have a newer fuel pump & filter & DI cassette. Any ideas? I did post on this subject before but figured & should wait until I had a new clutch before I posted again.
