As DickT says-
A 89 CD will most likely come with an automatic tranny. Make sure it either has been replaced, or works really well. As a test, find a nice long uphill, and go up it at about 45 MPH. Make sure it shifts into 4th. Then nail the throttle, and see how it downshifts. If the tranny pauses in neutral (engine revs way up) and then slams into 3rd, or if it drops into third but it feels like it slips (revs change), then the tranny isn't happy. And an unhappy tranny will make you poor to the tune of about $3K.
Turn the heat to full, and if you smell hot coolant, the heater core is leaking.
As a CD, it has the famous Nivomat self-leveling (when new) shocks. If the car is sitting low in the back and feels hard over bumps, the shocks are shot. The bad news is that replacing the Nivomats is very expensive. However, you can replace them with regular shocks, but you'll also have to replace the springs. Not too expensive if you do it yourself and can find some used springs.
If you're willing to do a lot of work yourself, you shouldn't be too bad off. If you're not very handy, as much as I hate to say it, avoid an 89 9000. Why? Unless you're very handy, I wouldn't recommend buying ANY 18 year old car, Saab, Volvo, Toyota, or Tonka.
