Keep in mind there are two fuses involved; fuse #7 for the relay coil power, and fuse #21 for the horn power. Check that both fuses are good, if you haven't already.
The horn relay is ground switched, so it should show 12V on both sides of the relay coil whenever you have the ignition on. When you press the horn button, it grounds one side of the coil to energize the relay.
If you can get to the horn relay, you can check for the 12V first, then see if one side goes to ground and clicks on when you press the horn button.
