these alarms have a fuel cut-off, right? disconnect the battery and waited a while (hour or so). this will set the alarm to bypass mode, which is essentially 'off.' search the BB for ways to arm the system after a reset; it'll be some combination of pulling fuses and key turns.
if that's no go, you can check for fuel pressure. before you do this, remove the gas cap and fuel pump fuse, and crank the car a little...this will relieve the system of any residual pressure. then loosen any joint along the fuel delivery system and crank the engine again. if the pump is working and your fuel lines are intact, you'll get a stream of gas from the opening. I'd tell you to simply listen for the pump, but if it's weak, it could still run and pose delivery problems. You can also check for voltage at the pump, located under the trunk floor.
if you still have problems, examine your relays. pull out the suspect relay (probably fuel pump), carefully pry off the plastic top, and plug the switch back in. then, while starting the car, look for relay movement. if nothing happens, manually engage the relay by using a small screwdriver (with a non-conducting handle, just in case) to press the hinged arm against the contact, and try starting again.
