Fuse 22 provides power to the Hazard lights. Fuse 22 is used in this test because the hazard lights get power all the time, even with the key off. Now, if you pulled fuse 22, and tied fuse 14 (fuel pump) to the load side of the hazard flashers, and turned on the flashers, then yes, the flashers would flash if the fuel pump relay is closing. That is a version of my suggestion to simply put a meter or a test light onto fuse 14 while cranking.
