Sorry, it doesn't look like Saab uses an inertial cutoff switch for the fuel pump, I looked for it on the schematics I have and didn't see any.
The motion sensor you saw in the manual is just for the alarm system and doesn't affect the operation.
Probably need to go through the usual no-start diagnostics to see what might be the problem-
