As stated, it sits on top of the charcoal canister. On the older cars, it was actuated by engine vacuum. On the newer cars, it is a solenoid driven by the ECU. At the appropriate time in the engine driving cycle, the ECU opens the valve and sucks the fuel vapors from the canister into the engine. The ECU expects the engine speed/mixture to change - this is pretty much a controlled vacuum leak, and the fuel content is pretty low.
I'm pretty sure two faults can be generated. In the first one, the ECU 'sees' the current flow to the solenoid wasn't right. This could be a broken wire, bad solenoid, bad ground, short circuit. In the second one, the engine speed/mixture didn't change as expected. This could be that the solenoid is wired in but stuck, the hose is leaking (so no change between leaking and still leaking, solenoid open).
Since this is emissions related, it must drive a CEL.
Since Mr. Midas Buddy probably used a generic OBDII reader, he'd only get one generic code.
That said, Burt's direction is good. Remove the right front turn signal assembly (easy to do) and peer in. Make sure the hoses haven't fallen off the valve. Make sure the hose from the valve to the intake isn't cracked, leaking, or just plain missing.
And check your gas cap. If the gas cap doesn't seal properly, it will let in too much air, and the engine response will be wrong. On much newer cars, there are actually system in the car to check that the gas cap seals; in the mid-90's, the purge system had to do that, indirectly.
