The 1998 9000 CS or CSE employed the Garrett T25 turbochargers and the bearing housing is water cooled but there are no internal seals keeping the coolant from bypassing the housing. There are two internal oil seals which prevent oil from bypassing into the exhaust/intake and these are a piston ring design. The seal is installed with a gap which allows for thermal expansion and if this gap (on the turbine oil seal) is greater than .013", oil bypassing can become a factor which leads to oil consumption, smoke in exhaust, etc.
You might give your turbocharger a few hours of use to burn off any potential residual oil and also check your crankcase vent. (at valve cover) for any potential restrictions, etc.
If still no luck, you can always attempt installation of a 360 degree oil seal which overlaps in service eliminating any gap requirements.
