As to the quote - is it firm, fixed? If he runs into a problem getting the retaining screw out and it takes him 4 hours, are you looking at $400 before parts? Is he bleeding the system, too? What is he charging for fluid? (it'll take about a quart to flush and bleed).
It is critical to know what the parts charges are. If he is supplying the parts, he will likely charge a mark-up. $100 for labor but $800 for $400 worth of parts won't be any fun.
Why pads, rotors, and calipers? Pads I can see if the pads are worn. Rotors? Are the rotors badly scored? Are they warped? Are they below limit? I tend not to replace rotors unless they are worn to near limit, are badly scored, or warped. This is especially true of rears, where they really don't do a lot of braking.
Why replace the calipers? Are they sticking? Calipers aren't usually replaced as a matter of course, only if they are in really bad shape and have failed.
In my 27 years of owning Saabs, up to as many as four at a time, I've replaced front rotors twice, and had to replace a caliper (front) once.
