You need to measure resistance from the center pin to the pins on either side of the BPC; these should read approximately 3 ohms each (and 6 ohms from one side to the other). If one of these center-to-side measurements is not 3 ohms, the BPC is fried and needs replacement. There has been much discussion on this board that the newest versions of the BPC measure only 2.5 ohms and are also more prone to failure.
Replacing a defective BPC is the obvious first step in restoring full boost. If you are lucky, it may solve the problem completely. In my car, I wound up needing to replace the BPC, the ECU and the Cruise Control module to restore full boost.
