This is a fuel damper - it damps out the pressure pulses in the fuel rail caused by the injectors opening and closing. That sets up pressure waves in that tube and that causes noise. It is just like a pipe knock reducer on a water pipe in your home. It's got a diaphram with inert gas on the top, fuel on the bottom. The pulses hit the diaphram and are dissipated in the inert gas.
