EDU/outside temp sensor

I'm still trying to solve my outside temp sensor problem. When I 1st start the car, I usually get no reading or -40 F, then it gradually climbs to about 20 degrees lower than the actual temp. I tried replacing the outside temp sensor, but that didn't work. Next I put in another EDU just the other day. Now when I start the car it usually reads -5 or -10 F, then gradually climbs to about 15 degrees lower than the actual temp, so the performance is a little better, but the basic problem is still there. Does anybody know what I should try next? My car is a 1995 9000 Aero 5 speed. I have also noticed a slight buzzing sound coming from the area of the insurment cluster - usually when I am applying the brakes. This noise my have been present all along, but I am just noticing it recently. I don't know if this could be related or not.
