When you say the level doesn't go down - if the car has been sitting off for a while (like overnight), and you start the car, does the level drop? It should be sitting at well ABOVE the FULL WITH CHARGED ACCUMULATOR line, and then drop to that line as the pump runs.
If the pump doesn't shut off, it explains why you needed to buy a new pump - the old one burned out.
If with a system that has sat overnight, the level doesn't drop at all when the car (and pump) is started, then there is a problem in the Master Cylinder. SOmething has clogged the system, or a valve has stuck open, and the system can't pressurize.
If with a system that has sat overnight, the level does drop some and then stop, but the pump keeps going, then I'd look at the pressure switch and ABS pump relay. The level will drop only so far - once the accumulator has charged, the level can't drop anymore, because the brake fluid doesn't compress. But if the pump keeps running and running, it'll burn out. The pump should stop running when it reaches the right pressure. If the pressure switch is bad, it won't signal the pump to shut off. If the contacts on the ABS pump relay have fused together, the switch could be OK, but the relay stays closed and keeps running the pump. Either way, fix it soon or you'll be buying Yet Another Pump.
