RPM/idle Problem

I own a 1995 9000 Aero 5-speed, and have recently been noticing a strange occurence.
Whenever I shift at speed and push the clutch in, the rpm meter displays a ~500 rpm jump, holds for a second, and then drops back to where it should be.
If I drive at say 2000 rpms and then push in the clutch to see what will happen - the rpms will jump to 2100 and then slowly drop back down to the usual 850-1000 rpm range.
I have also been having a cold start idle problem where on startup, the car revs to ~3000 rpm and then slowly(5-10 seconds) drops back down to a regular idle. After that, the car drives fine
Do I have a problem with my tachometer reading the revs wrong or is there a mechanical problem with my car??
