my guess is the wire from the relay panel to the switch.
i had same symptoms, i ran a new wire alongside the old harness (more or less) and it works fine now.
take a fat wire with a fuse in it (make a tester harness, you'll need it again - it's a Saab) and jump the perpendicular (front and back) terminals of the low speed relay. if the fan comes on, the fan, resistor and associated harnesses are OK.
then on to the signal side of the relay. assuming the relay is good (try it in the foglight spot) the parallel terminal on the side toward the high speed relay (left as you look at it) should have solid 12V. the other one shouldn't have much of anything.put the relay back in, then jump the switch to ground, each outside terminal. the low and high speeds should come on. if not, check teh continuity of the wire from one side of the switch to the right terminal of the low speed relay.
center terminal of the switch should go to ground. if wire is good, and everything else checks out, start checking and cleaning grounds.
